Abstract: The Technical University of Cotopaxi (UTC) is committed to implementing a management system that allows it to ensure the quality of its academic and administrative processes, consolidating and improving the structures and quality tools that are implemented and that served to accredit to the Council of Quality Assurance in Higher Education (CACES), after a series of adverse results in recent years. Undoubtedly, the University has proven to be resilient, but it is still necessary to articulate the initiatives that have been carried out, mainly with internal interest groups. The design of the system is based on the expectations and needs of the stakeholders, having as central axis the self-evaluation and the real participation of the actors, mainly internal. This is achieved from the systematization of studies of satisfaction and organizational climate, as well as the analysis of theoretical references and good practices carried out in other institutions of higher education with similar characteristics to UTC.
