Title: Cap a una Administració pública líquida. Oportunitats i reptes

Abstract: The technological progress of the 21st century is creating challenges which the bureaucratic model of public administration can't tackle. Public administration moves slowly and is way or change, as a consequence it lacks the flexibility required to adapt to the century, unlike private sector or society itself. The public worker, key in the development of the public administration during the 20th century, loses its meaning, and its entrenching in old way becomes suspect. Policies that promote transparency and Open Government are much more efficient to guarantee the rights of citizens which, at the same time, want to become part of both the decision making process and development of public services. A public worker is not born, is made by the culture of its company, an administrative-oriented culture aimed to be efficient on certainties, but whose rigidity makes it incapable to confront the pace of challenges coming. Public administration must be capable of alluring and retaining talent through an organization that allows professional growth for the public workers as well as providing adequate motivation. A public worker must be adaptable and must provide added value, both things in dire need in Public Administration. Opportunities are well defined. On one hand, the near retirement of more than 40% of the workforce will allow millennials to access the administration, on the other hand the use of AI and extreme automatization will change the rules of the game. Acting together, it both allow to redesign internal processes in the public administration. Public administration has no other choice but to go all-in: leave the role of follower from past times and become a leader towards change. To achieve it, this document proposes a fluid organizational system, with manageable levels of disruption, to facilitate the transition required in public administration's internal culture which will allow it to become the innovation engine of the country. The alternative, if there is no change to that culture, is that society will finish the public administration role as middle-men. What should be the profile of a public worker in the 21st century? How does a fluid organization work? How can we to integrate one into the public administration? How to defeat internal resistance and implement this proposal? This document answers in a positive and viable way all these questions.
