Title: La crisi del Covid19 a Barcelona. Un cas de gestió de l'emergència

Abstract: This work presents, from the point of view of general management, all the metamorphosis that a local administration carries out in front of a crisis situation, in particular front the Covid19 crisis that we are living. This metamorphosis is multidimensional, taking into account both the organizational chart and the executive functions, procedures and even departmental objectives and purposes, the way decisions are made and the capture of data by it. That is the reason why talking about metamorphosis cannot be considered an exaggeration, the change is radical in most operations. The purpose of this change is the successful implementation of four action plans that are the last goal of managing this emergency: a health plan to ensure medical care for all patients, a welfare plan to ensure care for the elderly, a social plan aimed at vulnerable people and a cemeteries plan to address the over-demand of deaths. The plans are working successfully and have been deployed quickly, and yet on May 2nd, 2020 Barcelona has an excess mortality of 2,984 deaths, which leads to think about the strong virulence of the virus, especially in those with diseases chronicles. We need to be aware of the seriousness of this pandemic. We will never know the number of lives saved, we can only count the dead and the healed, but surely they could be counted in a few tens of thousands in Barcelona alone. Contagions have been avoided, and the saturation of the health system has been avoided and critical moments in the triage of war medicine have been reduced to a very short time. But in fact, any death toll above zero is a personal and family drama, and it deserves reflection, and most of all, it deserves to be saved. "Who saves a life, saves the whole World" Talmud.
