Title: Plan estratégico de comunicación interna. La gestión de la comunicación del Ayuntamiento de Torrent durante la crisis del COVID-19

Abstract: In 2020, the first cases of COVID-19 virus infection outside China were reported. It was in March when Spain declared a state of alarm as a containment measure against the increase of infected people and the spread of the virus due to the pandemic that threatens with a health collapse. The different public institutions and organizations are overwhelmed by a new type of situation that is beyond their experience, knowledge and expertise, that is beyond their experience, knowledge and resources. Communication is once again the main tool for establishing and coordinating measures. This paper aims to compile how this situation was experienced and dealt with in a city council of 410 workers and a population of 82,208 inhabitants, Torrent (Valencian Community), where the Santa Elena nursing home is located, which was considered the first outbreak of infection in a nursing home during the duration of the aforementioned state of alarm, from March 14 to June 21, 2020. With the total confinement of its population and the so-called de-escalation program 'Plan for the Transition to a new normality' as protagonists, the purpose is to assess the proposed coping strategy, specifically in the field of its internal communication, and to propose the adjustments and to propose the necessary adjustments, if necessary, to establish and set new guidelines for action and to face the evolution of this still uncontrolled pandemic.
