Title: Aplicación ERP para el área de RRHH en una Administración Pública Local

Abstract: This end-of-degree project aims to help a local administration of nearly 200,000 inhabitants to make a change from its human resources management system, with special emphasis on payroll, to an ERP solution adjusted to current requirements and futures. The memory explains each and every one of the phases that have to be carried out in order to be able to execute this change in the integrated information system with the minimum guarantees, and certain critical success points of this migration project are signified. The process begins with an analysis of the current situation of the local public administration, and the motivations for making an ERP change in the human resources area. It continues with the exposition of the requirements analysis process for the mentioned area. The process of adoption and selection of the ERP system is explained, from the main basic characteristics that it must meet to the different evaluation criteria of the different aspects that it must satisfy. The appropriate steps to be able to find the best partners of the chosen solution are also detailed so that they can be invited to participate in the public bidding process. During the contract award procedure for installation, configuration, start-up, and post-implementation support, two phases are covered, the first is adherence to a framework agreement, and the second is the presentation of proposals in accordance with the corresponding specifications. Then, the implementation process and its phases are explained, according to the stages that a typical project plan must cover. They highlight the approval of a project calendar, a plan to deal with change management, a communication plan, risk management and adjustments to the national security scheme and the RGPD. The work ends with an estimate of the costs of the project according to different aspects, and the work is finished with the conclusions drawn once the drafting of the plan is finished that helps to change the human resources management system to a local public administration.
