Abstract: The aim of this paper is to assess how evaluation and monitoring can be put into practice in urban planning in the Catalan framework, and to evaluate its advantages and disadvantages. To do so, the paper is divided in two parts. The first part of this paper develops the theoretical framework, to understand the interdependence of the three axis of sustainable development, which integrates economic, social, and environmental sustainability. Therefore, the chronology of sustainable urban development is analysed, until arriving to the 2030 Agenda, which incorporates 17 sustainable development goals to eradicate poverty, protect the planet and ensure prosperity. Among these objectives, the 11th goal stands out, focused on making cities more sustainable. The existence of these universal goals raises the need to develop solutions at a local level, as well as to evaluate and assess whether they are indeed achievable. For this reason, the second part of this paper has focused on the development of a case study, putting into practice a quantitative methodology for the certification of sustainability of an urban planning proposal. Based on the conclusions drawn from the case study we can highlight the advantages and disadvantages of evaluation and monitoring systems that use a variety of indicators to evaluate the sustainability of urban developments. It has been found that evaluation and monitoring systems are an invaluable and essential tool for quality management, which serve to go towards excellence through continuous improvement in urban planning, and efficient city management. These systems must also be understood to support decision making for strategic management. Complementarily, the publication of these evaluations, improves the transparency of public administrations, which in turn informs and enhances citizen interest and participation.
