Title: Políticas de vivienda asequible desde el ámbito municipal: Madrid y Barcelona en el período 2015 - 2019

Abstract: The problem of affordable housing is global in nature but is reflected in the day-to-day reality of cities. One of the impacts of the Great Recession was the transformation of the residential system, which in 2015 led to a problem of housing affordability. Madrid and Barcelona are good examples of the so-called "global city" that integrate many of the current urban issues, and that share political paths between 2015 and 2019, with housing as a fundamental issue on their agenda. This paper analyses the policies to generate affordable housing from the municipal level, as well as their conditions of possibility, during the years of coincidence of the "City Councils of Change", through documentary analysis, statistical study and semi-structured interviews with key informants. From a theoretical perspective in line with Kemeny (2001) in his analysis of housing systems and Welfare Systems, the perspective of the financialisation of housing and the rights approach, a series of conclusions and recommendations are put forward on policies to be deployed, as well as the barriers and facilitators to be taken into account from a strategic perspective.
