Title: Formal vs. Informal: La autoconstrucción asistida en el Programa Especial Huaycán

Abstract: This research seeks to know about the impact of the Urban Rehabilitation Program of the Huaycán in the consolidation of the neighborhood. Based on a combination of documentary review and empirical research through interviews, we seek to evaluate the program and its main strengths and weaknesses. The Special Program for the Urban Development of the Huaycán Area began on July 15, 1984, with the taking of land. More than 3,000 people settled in the area on that day, and from that moment on, a work of community self-management, self-construction and co-management between the inhabitants and the authorities began. Although the objective of organizing the population was achieved in the early years, there were many difficulties that did not allow for sustainable development over time. Likewise, the political, economic, and social crisis that the country was going through were elements that halted progress. The possibility of replicating this co-management model lies not only in the political will of the authorities at different levels of government, but also in the capacity of the inhabitants to organize themselves to develop common objectives. Throughout the work, different dynamics of social relations between the different actors are explored.
