El registro de los operadores de UAS y de los sistemas de aeronaves no tripuladas (UAS) certificados en derecho español

Abstract

El artículo explica el marco normativo actual de la aviación civil no tripulada que, en el ámbito de la Unión Europea, comprende tres Reglamentos: uno básico, para la aviación tripulada y no tripulada, y dos de desarrollo específicos para la aviación no tripulada. A partir de ahí, aborda una pieza clave de esta normativa: el registro de los operadores de UAS y de los sistemas de aeronaves no tripuladas (UAS) certificados, y el modo en que se aplica en Derecho español, donde existen diferentes registros que cumplen distintas funciones.

The paper explains the current regulatory framework for unmanned civil aviation which, within the scope of the European Union, includes three Regulations: a basic one, for manned and unmanned aviation, and two specific ones that develop the unmanned aviation. From there, it addresses a key piece of this regulation: the registration of UAS operators and certified unmanned aircraft systems (UAS), and the way that it is applied in Spanish law, where there are different registries with distinct purposes.
