Abstract: This course aims to provide the students with the main issues concerning the implementation of Free software to government bodies. These, among other functions have to ensure the security and transparency of public information to citizens, having a special responsibility regarding the use of public funds applied to Information and communication technologies (ICTs). In this sense authorities have been positioned as one of the most important target groups regarding the use and promotion of Free software. Licensing cost savings, promotion of local industry, location of languages of social interest, not strictly commercial, promotion of information and knowledge society based on free technologies and open standards, among many others, are some of the issues that have generated a debate within the public administration.
