Title: El paradigma de la transparencia en el Gobierno Abierto : El uso de herramientas electrónicas para la gestión del patrimonio municipal

Abstract: The current legislation recognises that Local Entities have full legal capacity to acquire, possess, claim, exchange, encumber or dispose of all types of property. In this way, the disentitlement regulations of the 19th century, which restricted their patrimonial capacity, were surpassed. Law 39/2015, of 1 October, on Common Administrative Procedure for Public Administrations and Law 40/2015, of 1 October, on the Legal System for the Public Sector establish a scenario in which electronic processing must be the usual action in its many facets of internal management. The municipal heritage area is no stranger to this new reality and has to face the challenge of updating its inventories of goods and make profitable the opportunities that the use of Information and Communication Technologies together with Web 2.0 offer. However, it is not just a question of improving administration with the help of ICT, Open Government is a public value that provides transparency/accountability, participation and collaboration. This work aims to show the importance of the use of electronic tools for the management of municipal heritage and to show the wide field of action that still needs to be fulfilled in order to comply with the principles that the law requires of all Public Administrations.
