Abstract: The general objective of this work is to define an external evaluation model that incorporates new dimensions in the accreditation of bachelor's and master's degree programs, in order to respond to the trends in Higher Education within the framework of the needs of today's society. On the one hand, the current trends in Higher Education have been identified and on the other hand, an analysis of different existing external evaluation models has been carried out to identify differences as well as new aspects. In a second phase, a specific model has been designed to respond to the general objective of adapting the proposed evaluation system to the new needs of today's society, and to be flexible so that this adaptation can be agile and constant. In this design phase, all the elements that characterize an evaluation model have been detailed, taking special care to identify how each standard should be evaluated through the different tools available: evidence, indicators and rubrics. Finally, a theoretical evaluation guide has been elaborated, which should allow the implementation of the proposed model.
