Title: Análisis comparativo sobre los portales de transparencia de los Parlamentos españoles

Abstract: The fundamental objective of any public policy analysis is that it can be useful for public decision-makers, both to know the result of the policy and to understand its design. The transparency of public activity has become a fundamental pillar of today's society. Citizens demand to have a greater degree of participation in the policies that affect them, so it is necessary to implement procedures that provide the system with transparency, so that each citizen can have access to information about what happens in the different public institutions. In this sense, for the state level and with a basic character, Law 19/2013, of December 9, on transparency, access to public information and good governance was approved. Its application and content is carried out from three areas: -Transparency in public activity through active advertising, -The recognition and guarantee of the right to access to public information -And good governance, which is specified in obligations that bind public officials and the consequences that derive from their violation. To comply with active advertising, the law provides for the creation of transparency portals where administrations comply with their obligation to disclose the requirements imposed in this area. But what about transparency about active advertising in parliaments? In Spain we have 17 regional parliaments, in addition to the Congress and the Senate. This work aims to deepen the quality of the transparency of the portals of the Spanish parliaments, trying to answer the following questions: Are Spanish Parliaments complying with Law 19/2013 on Transparency and good governance? Is the information presented in an understandable way? That is, it is presented in an accessible and clear way, with an orderly structure. Is this information up-to-date and is it presented in reusable formats? In order to answer these questions, we have used the MESTA methodology in order to be able to evaluate the transparency of our parliaments using quality criteria.
