Abstract: Water is a public resource that big companies profit from it. This natural resource is fundamental for the humans, not only as a basic necessity, also for the energy production. The concessions of the hydroelectric power station of Catalonia have an expiration date, specifically, of 75 years since the Llei de les Aigües came into force (1921). Seventy-five more years were extended in 1986, so most concessions will expire in 2061. Although the law is ambiguous and it is unclear what date prevails, and so we cannot assert the legality of privatization of water. The councils in question are not convinced whit the proposal about the new management: on the one hand, the private management of hydroelectric companies means working with greater specialization and empower the economy. On the other hand, in case of municipalization of the hydroelectric power stations, they will promote to the community and the transparency.
