Abstract: The proposal is based on capturing the development possibilities in a Clinical Trials, Observational and Biomedical Studies Unit (EECC), from the implementation of a Strategic Plan for Innovation in the economic management of the Unit. The project is based on a scientific and social methodology, based on knowledge from data verification, and from observation and experimentation. The results to be obtained are based on the comparative method and the "quasi-experimental" method (Cook & Campbell, 1979), applying quantitative methods, from the validity and the sample of reliable data, starting from the study of a case (oriented to results), and qualitative (process-oriented). After the results of observation and comparison between different Units that work in this discipline, it is observed that the main objective is to innovate in the dynamics and processes, from the standards of Quality and Excellence, monitoring the procedures, identifying and evaluating the costs of activities, focused on efficiency, providing competitiveness and sustainability for the Unit. It's concluded that an efficient work of the EECC Unit, joined with an effective interaction of all the agents involved will promote the active participation of researchers, with the quality standards required by research. In addition, the incessant evolution of new studies and the demands of interest groups require the implementation of innovative management methodology with more dynamic resources and efficient management of processes in the value chain. Therefore, a Clinical Trials Unit must be strengthened with a high-level infrastructure and methodology that allows efficient research in clinical practice and in management practice to obtain positive return, both in research results and in those of the own management, generating benefits that make it sustainable.
