Abstract: This research investigates the problem of mobility in the suburban territory of the municipality of Los Santos, in Santander, Colombia; With enphasys in the territory known as "La Mesa", between the unique enclaves of the Watercolor Yacht Club and the La Plazuela tourist resort. The foregoing, understanding that mobility in non-urban territories is also a fundamental issue to develop in terms of regional development. The current conditions of the territory are due to the dynamics of second home subdivisions, where the residential activity demanded by the inhabitants of the Metropolitan Area of Bucaramanga prevails. However, local rural, local urban and tourist populations coexist there and different activities are developed between all these actors. The territorial reading through the quantitative, descriptive methodology, through field observation and satellite images allows the elaboration of a cartographic diagnosis that identifies the characteristics of the morphology, the natural environment, the infrastructures, the economic-administrative developments and the society that inhabits it. As a result, and thus recognizing the problem raised by the research, a disarticulation between the singular enclaves stands out, in terms of mobility, since territorial development has been oriented only to specific actors, and responds to their needs, ignoring the complex existing reality in the territory. The insertion of conditioning factors that facilitate sustainable mobility in the territory under study would contribute to regional development insofar as it articulates the enclaves, focuses of suburban residential subdivisions, commerce and tourism. An effective connectivity, and with universal accessibility, would provide the local population and tourists with sustainable alternatives when choosing how to get around. Likewise, this connectivity, beyond the infrastructures themselves, aims to consolidate the dynamics of habitability, commerce and tourism that exist in the territory.
