Abstract: | This paper investigates regional factors of economic development andeducation system management, which explain educational inequalities be-tween Italian regions, and between Spanish autonomous communities. Us-ing the OECD PISA 2009 database and imputed regional indicators, mul-tilevel regression models have been developed to estimate the effects.Results show that both countries share a similar pattern of territorial dif-ferentiation on educational effectiveness. Yet, differences are explainedby different reasons. While in Italy wealthiest regions perform better, inSpain the margin given to regions to manage local education system en-ables certain communities with lower levels of wealth to compensate formismatches due to socioeconomic composition of the region. Among oth-ers, strong evidence shows that factors behind regional differences includeboth public investment in education and between-school social segrega-tion. |
