Abstract: Currently, public administrations are submerged in a process of implanting the so-called "electronic administration", whose advantages should be fully available to society as a whole from 31 December 2009, as established in the Spanish law 11/2007, 22 June, on Electronic Access to Public Services by Citizens. This process, which is being developed at varying speeds throughout Europe, is the biggest challenge public administrations have faced, involving a major disruption in their traditional system of operation, breaking the physical and time barriers to incorporate information and communication technologies in all their processes and operative areas. The new concept public administrations need to adopt is determined by the application of ICT as the defining element of e-administration, which occupy a position of high priority within the policies of their organisation. As a consequence, the definition of the most appropriate technological model for the development of the infrastructures and services which form part of electronic administration should be realised with strategic criteria in line with the objectives of public administration, and which, in this case, are established in the 11/2007 law. Within this context, free software and open source standards and technologies, may be considered the best options for developing a technological model of e-administration, to cover the needs and specific objectives of public administrations, based on strategic criteria of transparency, control, security, interoperability, access and conservation of information, economy, reuse and cooperation between administrations. Proprietary technology, in contrast, finds it hard to compete. And even more than these criteria, the application of technology based on free software enables something as fundamental as technological independence of the organisation, which ensures, extends and improves the concept of technological neutrality of public administrations.
