Abstract: The impact of technological advances on the radio-electric network has led to reforms in which the traditional model of command and control management has been replaced by those of improved effectiveness and flexibility. One of the central bases of these reforms is rooted in the introduction of the principles of technological neutrality and services which implies that the regulatory authorities no longer set the technologies to be used or the services to be offered on any specific radio frequency. In the European Union, these principles are consolidated as principles of regulation with the 2009 reform of the regulatory framework for electronic communications. Since then, these principles have been the bases for the action of the regulatory authorities of the member states.
